Provides timing utilities.

Available with ArcGIS Engine, ArcGIS Desktop, and ArcGIS Server.

		Description
	GetElapsedTime	Return elapsed (since last Reset call) time in seconds.
	Reset	Reset clock.
	Sleep	Suspends the execution of the current thread for the specified interval (in seconds).
